What is a Net Quantity Statement?
The net quantity statement tells consumers how much product is in the package.
It must be accurate, prominent, and follow specific FDA formatting rules
defined in 21 CFR 101.7.
Key Points
- Required on all packaged foods
- Must be expressed in appropriate units — weight for solids (including viscous/semi-solid) and volume for liquids
- Both US customary and metric units are typically included
- Must be clearly visible and legible on the principal display panel
Where Does It Go?
The net quantity statement must appear on the principal display panel
(PDP) — the part of the label most likely seen by consumers at the time of purchase.
Placement Rules
- Must be in the bottom 30% of the principal display panel
- Generally parallel to the base of the container
- Separated from other printed matter above and below by at least the height of the letter "N" in the statement
- If the PDP area is 5 sq in or less, the statement may appear anywhere on the PDP
Minimum Type Size
The minimum height of the letters and numbers in the net quantity statement
depends on the area of the principal display panel.
| PDP Area |
Minimum Type Height |
| ≤ 5 sq in |
1/16 in (1.6 mm) |
| > 5 to ≤ 25 sq in |
1/8 in (3.2 mm) |
| > 25 to ≤ 100 sq in |
3/16 in (4.8 mm) |
| > 100 to ≤ 400 sq in |
1/4 in (6.4 mm) |
| > 400 sq in |
1/2 in (12.7 mm) |
Per 21 CFR 101.7(i). Measured by the height of the lowercase "o" or equivalent character.
Formatting Rules
The FDA has specific rules about how the net quantity statement should be expressed
depending on the amount and type of product.
Solids (by weight)
- Under 1 lb: declare in ounces (e.g., NET WT 12 OZ)
- 1–4 lb: declare in ounces with pounds in parentheses (e.g., NET WT 24 OZ (1 LB 8 OZ))
- Over 4 lb: declare in pounds (e.g., NET WT 5 LB)
Liquids (by volume)
- Under 1 pint: declare in fluid ounces (e.g., 12 FL OZ)
- 1 pint to 1 gallon: declare in fluid ounces with quarts/pints in parentheses
- Over 1 gallon: declare in gallons (e.g., 1.5 GAL)
Metric equivalents (grams, kilograms, milliliters, liters) may be included following the US customary declaration.
